National Council of Educational Research and Training (NCERT) was established by the Government of India in the year 1961 with a view to bringing about qualitative improvement in school education in the country.No sooner the Council was set up than it mounted a number of programmes in this direction.One such programme was to identify and nurture the talented students.This programme took up the shape of a scheme called National Science Talent Search Scheme (NSTSS) in the year 1963 which provided for the identification of talented students and awarding them with scholarships.During the first year of the implementation of the scheme, it was confined to the Union Territory of Delhi wherein only 10 scholarships were awarded to the Class XI students.


In the year 1964 the scheme was extended to all the states and the union territories in the country with 350 scholarships for the students of Class XI.These scholarships were awarded on the basis of a written examination, a project report and interview.The written examination comprised the Science Aptitude Test and an Essay on a given scientific theme.The candidates were to submit the project report at the time of the written examination.A stipulated number of candidates selected on the basis of these three components were then subjected to personal interview.The performance of the candidates on these four components was eventually employed for the purpose of awarding scholarships.These scholarships were awarded for pursuing education only in basic sciences up to doctoral level.

Well-made remakes have qualified to be decent watch. But if producer-actor Suneil Shetty believes that merely remaking a Hollywood crime thriller starring Mahesh Manjrekar and himself makes for another Kaante, he is certainly mistaken.

Pink Slips For Many In The U.S. Air Force


U.S. Air Force Cutting 13,500 Civilian Jobs -- UPI

WASHINGTON, Nov. 3 (UPI) -- The U.S. Air Force said Wednesday it is eliminating about 13,500 civilian positions as part of a mandate to reduce personnel costs.

At the same time, the Air Force said in a news release, 5,900 civilian positions will be added in acquisition, nuclear weapons management, surveillance and reconnaissance.

Initially, about 9,000 jobs will be eliminated in management, staff and support areas, and an additional 4,500 positions, which haven't been identified, will be cut later, the release said.

Charlotte Frost declares the first Academic Book Writing Month. (Hey, that's what I meant to do last August!)
We are going to wear comfy clothes, drink a lot of coffee, probably nap in our offices at strange hours and see how close we can get to writing 50 thousand words in one month. I know, it's totally insane, there can surely only be a handful of academics who can actually turn out decent material in such a short space of time. 
It's 1,667 words per day. About 7 pages a day. You can do that! I've written as many as 15 pages a day though not for an entire month. I think 5 pages a day is doable for academics cranking out books. So why not 7 pages a day? Make a sport out of it. A contest.
There'll be a hashtag for Twitter where anyone interested in participating – or indeed watching from afar – can talk about progress and share tips and ideas for speed reading/writing (#acbowrimo). And we're also hoping there might be a write-in in our department or someone's apartment where we gather people together for mutual support and literally write the night away. Maybe you fancy staging one too somewhere and Skyping us for solidarity?
I like the Occupy Wall Street vibe translated into productive individual work. Not that I could picture myself engaged in group writing. Or... no... maybe I could. I remember loving the "blogger dinners" we did back in 2005.

Congressman Randy Forbes (R-VA) is asking the Pentagon to investigate U.S. defense giant GE's partnership with China's state owned aviation company, AVIC, to develop next-generation commercial avionics. Forbes' call for action comes after numerous reports have surfaced in recent months claiming that partnerships such as GE's could provide China with an edge in quickly developing advanced military equipment.

On Oct. 17, Forbes wrote Defense Secretary Leon Panetta urging him to start an investigation into the joint venture aimed at producing civilian versions of the integrated modular avionics systems that were originally developed for the United States' F-22 Raptor and F-35 Joint Strike Fighter stealth jets.

[U]nder the proposed legislation, it's extremely unlikely artists like [Justin] Bieber would be prosecuted, said Mitch Glazier, senior executive vice president of the Recording Industry Association of America.

"If you're a person who is recording a home video [covering a copyrighted song] and posting it, you're not willfully infringing," Glazier told TPM. "You don't have criminal intent. The Justice Department is never going to go after you. And YouTube is licensed."

So what would constitute willful infringement or criminal intent? For instance: if a user asked for money, or if a music publisher sent a notice asking a person to refrain from using the licensed material, but that person continued anyway. Glazier said the legislation is not "revolutionary, (but it) provides one more tool to be able to block some significant resources to pirates."
The Justice Department is never going to go after you. How do you feel about assurances like that?

OKLAHOMA CITY -- About 100 people gathered at the Oklahoma state capitol to pay tribute to and demand justice for Naomi Whitecrow, a 2-year-old Cheyenne and Arapaho tribal member killed in 2009 while in the care of a foster family. The foster mother, Amy Holder, of Edmond, Oklahoma was found guilty in October of child abuse and after about 10 hours of deliberation the jury recommended a $5,000 fine but no jail time. After word of the jury's recommendation was released, outrage sparked throughout the Indian community as family members, friends, and total strangers struggled to understand how the brutal murder of a child could result in a mere fine.

Formal sentencing was set for November 7th in Guthrie, Oklahoma and  many participants vowed to be present there as well to show support for Naomi. The event coordinator, Cheyenne and Arapaho Tribal Tribune editor Rosemary Stephens, opened the event by introducing Cheyenne and Arapaho Governor Janice Prairie Chief Boswell who welcomed the participants and encourage continued awareness of Naomi's case and the need for stricter laws regarding child abuse.

Obama Meets With Sarkozy, Merkel As G-20 Tries To Solve Greek Debt Crisis -- McClatchy News

CANNES, France — Warning that the "most important" task for world leaders gathered here is to find a way to resolve Europe's financial crisis, U.S. President Barack Obama huddled privately Thursday with French President Nicolas Sarkozy and German Prime Minister Angela Merkel on his arrival at the G-20.

Obama met with the two European leaders before the summit opened, hoping to find a fix to a surprise stumbling block: Greek Prime Minister George Papandreou's decision to ask voters to approve a Euro-crafted deal to stabilize the Greek economy. The package calls for several years of austerity measures for his country — which European leaders say it's got to be done to save the Eurozone.

Scene goes to Lal house, Bansi showing Murli Bharti's picture in the paper, asking him what this is all about, Murli explains that he feels like Bharti is in Agra, he says by posting this in the paper maybe this will help her come home, someone will bring her back. This was the only way I can bring her back, even if it's for greedy reason, at least someone will bring her back. Gau interrupts and says, these days u don't listen to your parents, but u could have thought twice before posting the ad in the paper and spoke to our family, didn't u think to ask our permission, people will be lining up outside our house, disturbing us, didn't u think about that. Murli's voice goes louder and he says to her he knows what he is doing, he has thought about it properly before doing so, I am putting my hands together in front of u and beg u let me do what I want, u don't understand what I am going through, she goes on to say I do care for u, that's why I am saying this to u. She goes on about Murli needing a jeevan saathi, and Kamla looks at gau, and so does the rest of the family. She goes on that even though Bharti is dead, how is someone going to marry u when u still got Bharti in Ur heart. Murli stops her and says I can't hear anything bad about Bharti and I definitely can't hear anything about giving her place to someone else. He looks at his parents and says I understand that the guy that called could have been lying but this is a sign that Bharti's in Agra, I want to find her, just [...]

When we reread a book, we can "behave towards" it the way we behave towards a painting.

Think about why rereading a book is better than reading it the first time.
When we read a book for the first time the very process of laboriously moving our eyes from left to right, line after line, page after page, this complicated physical work upon the book, the very process of learning in terms of space and time what the book is about, this stands between us and artistic appreciation. When we look at a painting we do not have to move our eyes in a special way even if, as in a book, the picture contains elements of depth and development. The element of time does not really enter in a first contact with a painting. In reading a book, we must have time to acquaint ourselves with it. We have no physical organ (as we have the eye in regard to painting) that takes in the whole picture and then can enjoy its details. But at a second, or third, or fourth reading we do, in a sense, behave towards a book as we do towards a painting.

In all the primal breast-beating over the new Press Council chairman’s sweeping generalisations, few journalists have tried to sanely dissect Justice Markandey Katju‘s remarks. Indeed, as a tweet ironically noted: “Most of the articles opposing Justice Katju’s interview actually end up proving whatever he said about the media there.”

Kumar Ketkar, the editor of the Marathi daily Divya Marathi, took on the pashas of political correctness on television but was shouted down. The veteran Bombay-based opinion writer Sidharth Bhatia attempts a more nuanced parsing of Justice Katju’s observations in today’s Asian Age.

Anyone who is concerned about the Indian media scene today, whether he is connected to it as a practitioner or as a consumer, would probably agree with many of the comments made by Justice Markandey Katju, the new chairman of the Press Council.

In an interview to Karan Thapar — who chose to play just a straightforward questioner rather than a provocateur — Justice Katju was sharply critical of the media; among other things, he called it obsessed with frivolous matters (filmstars etc), invidious in its approach and anti-people.

These are harsh words and sweeping generalisations but cannot be dismissed out of hand.
